INSPECTION MISSION REPORT, Kuala Lumpur-Malaysia

As of June 18, to 24, 2022, the Deaf International Football Association -DIFA through its President Mr. Iakov FRENKEL and its Technical Director Mr. Brice ALLAIN, carried out a sports and hotel

infrastructure inspection mission to Kuala Lumpur, Malaysia. The purpose of this mission was to evaluate the infrastructure to host the 1st DIFA Futsal World CUP U21 scheduled for December 6 to 16, 2022.

DIFA was guided during this mission by the Malaysian Deaf Sports Federation – MSDEAF led by its President in the person of Mr. ONG SHIN RUENN.

Following the DIFA delegation held a meeting June 18, 2022 with the members of the steering committee of the MSDEAF Malaysian Deaf Sports Federation to refine the inspection visit program and its joints. So on June 19, 2022, an important working session was held on the premises of the Asian Football Confederation AFC between the members of this confederation, DIFA, MSDEAF and APDSC whose main discussion revolved around the organisation of the 1st DIFA Futsal World Cup U21 as well as the technical

coordination of the arbitration and the media coverage of the event. In the end, AFC agreed to provide multifaceted support to the DIFA for the success of the competition.

On June 21, 2022, the DIFA delegation held a working visit to the premises of the MSDEAF and then an inspection visit of the infrastructure that will host the competition as well as hotel facilities, transport, restaurants, Hospital, Media Centre. Everything was combed so four fields paid for the visit of DIFA officials, on four grounds visited only one was selected because meeting international standard it is the KOMPLEKS SUKAN PANASONIC SHAH ALAM selected for the official matches.

And the following grounds: SPORTIZZA SUBANG and SPORTIZZA KLANG have been selected for team training and warm-up.

The KOMPLEKS SUKAN PANASONIC SHAH ALAM is the competition one and alone has a work room for ICSD-DIFA-APDSC officials, a Media Centre and a Health Centre.

On June 23, 2022, DIFA held a brainstorming meeting with the Minister of Youth and Sports of Malaysia, in addition to DIFA officials, APDSC members and MSDEAF took part. At the end of this meeting, the Minister said he was honoured that his country will host such a competition for deaf people and promised

to support a better organisation of the competition and thus find adequate answers to DIFA’s concerns regarding the fight against COVID-19 in order to secure all participants, officials and fans during the competition.

The Minister announces that by his way the Malaysian State is agreeing to organise the 1st DIFA Futsal World CUP U21 in Malaysia in Kuala Lumpur, Malaysia from December 6 to 16, 2022.

In conclusion, DIFA and MSDEAF announced the creation of an organising committee for the 1st DIFA FUTSAL WORLD CUP U21 (Malaysia 2022) whose objective will be to prepare all the contours of the competition and recruit volunteers, match referees, monitoring and maintenance of infrastructure so that the

organisation is comfortable and participants are kept in good accommodation conditions, catering and local transport.

At the end of the inspection mission on June 24, 2022 and in light of all the above, DIFA officially validated Malaysia’s candidacy for the Organisation of the 1st DIFA FUTSAL WORLD CUP U21 from 06 to 16 December 2022 in Kuala Lumpur.
